State Health Law and Policy Initiative

The Center is actively engaged in working with all Indiana agencies with a mission in health to address the health law and policy problems and issues facing Indiana's citizens. This research and collaboration, which includes the work of the Public Health Law program, has developed models for addressing problems for other states.

Two aspects of the State Health Law and Policy Initiative are:

  • Student Educational Opportunities in Collaboration with the Law School's Program on Law and State Government
  • Research And Policy Analysis In Collaboration With Indiana State Government

STUDENT EDUCATIONAL OPPORTUNITIES IN COLLABORATION WITH THE LAW SCHOOL'S PROGRAM ON LAW AND STATE GOVERNMENT

The Program on Law and State Government (PLSG) is dedicated to fostering the study and research of critical issues facing state government. By joining the Center for Law and Health in the State Health Law and Policy Initiative, the PLSG offers opportunities for internships and fellowships to students interested in contributing to the work and scholarship focusing on state responses to health issues. Opportunities include the Law and State Government Internship Course and the PLSG Fellowships.

The PLSG Internship Course offers internship placements throughout the legislative and executive branches. The course integrates the practical experience of the internship placements with substantive study focusing on the foundational aspects of practicing law in a state government setting. Current health related placements include: State Health Department, the Family and Social Services Administration, and the Department of Insurance.

The PLSG Fellowships provide an extra-curricular academic opportunity for students interested in contributing to the contemporary scholarship of legal issues facing state governments. Awarded annually on a competitive basis, Fellowships granted in conjunction with the State Health Law and Policy Initiative enable two students to explore a health law issue of the students' choosing, host an academic event on that topic, and co-author an academic paper for publication. The PLSG Fellowship includes a $5,000 tuition credit.

RESEARCH AND POLICY ANALYSIS IN COLLABORATION WITH INDIANA STATE GOVERNMENT

Expanding Medicaid Coverage in Indiana

In 2000, Professor Kinney wrote a report on Indiana's Medicaid program for the Kaiser Family Foundation's study of Medicaid and State Budgets.

Expanding Health Coverage for Underserved Groups

The Hall Center for Law and Health staff the Commission on Health Care for the Working Poor of the Indiana State Department of Health and developed proposals for state-funded health insurance for the working poor.

Reforming Home-Based, Long-Term Care

The Robert Wood Johnson Foundation Quality Improvement Demonstration for Community-Based, Long-Term Care has been a major Center project since 1992. This multi-year, state-wide demonstration project tested and evaluated two computerized quality improvement strategies for community-based, long-term care. This innovative demonstration was funded by The Robert Wood Johnson Foundation.

Reforming Medical Malpractice and Improving Patient Safety

In 2004, the Center chaired the Subcommittee on Patient Safety for the Indiana Legislative Commission on Health Care Excellence.

From 1987 to 1990, the Center for Law and Health conducted an Evaluation of Indiana's Medical Malpractice Act as part of The Robert Wood Johnson Foundation's Medical Malpractice Program.
